Its implementation has resulted in world class safety performance statistics, which meet or exceed the safety requirements of the major chemical / petrochemical, refining, and other industrial customers we serve.  But at Brown & Root, the safety refrain is:

SAFETY

ZERO HARM is a culture of care and concern for one another. It is a mindset where no level of injury or unsafe work can be tolerated. It is about all of us working safely by personal choice. It is about speaking up and expressing concern when we see things that appear to be unsafe. It is the genuine belief that “zero” incidents is achievable.

Courage to Care
A key element of the Zero Harm® HSE program is the “Courage to Care Conversation.” The process is based on all employees developing a continual awareness of unsafe acts – the requirement to intervene when any unsafe act or condition is observed – and the obligation to conduct a conversation, explaining the intervention and including one’s individual, personal safety standards.

24/7
Continual Awareness of safety goes beyond the work day. Our program emphasizes the principles of self-governance and personal responsibility for safety around-the-clock – at work, at home, everywhere we go, all the time.

Stop Work Authority
We employ the “MyKey” program to reinforce the 100% empowerment of all employees, across the workforce, to intervene and stop work that is observed to be a threat to people, property, or the environment. All employees carry a green key to remind them of their authority, and all Brown & Root offices and sites are required to communicate the MyKey strategy throughout the organization.

Twelve Best Practices
A site-specific or project-specific Safety Execution Plan is created for all jobs, to provide basic guidelines for compliance with the “Twelve Best Practices” mandated by corporate policy. The Twelve Best Safety Practices are:

Total Safety Task Instruction (TSTI)

The TSTI is a Hazard Assessment evaluation that is performed prior to beginning every task, every day.  TSTI Principles:

  • All jobs will be analyzed for hazards.
  • The complexity of the task(s) determines the extent of the TSTI.
  • Planning is the foundation for working injury-free and incident-free.
  • Any employee guilty of neglect of TSTI, whether involved in an accident or not, is committing the most serious offense possible in our accident prevention plan.
KEYS TO LIFE
We have identified ten “key” activities that are considered to be high-risk and require specific, additional safety procedures such as Two-Up Signature Authority.  The TSTI form includes a Critical Task Section requiring signature authorization by the Job Foreman AND the General Foreman (or other, qualified representative) before the task can be undertaken.

Our Safety Energy program is an index that measures the level/number of safety initiatives that are being implemented at the jobsite at any given time.  When Safety Energy is High, the Number of Incidents is Lower.   Safety Energy is based on use of the following initiatives:

  • Total Task Safety Instruction (TSTI)
  • Behavior-Based Safety Observations (BBS)
  • Management Safety Walks / Safety Audits
  • Safety Meetings (Daily Toolbox; weekly & monthly mass meetings, etc.)
